Implementation of the Reduction of Military Budgets
The General Assembly,
Recognizing that transparency in arms and minimizing military expenditures is an essential factor to maintaining peace and stability,
Emphasizing that extreme caution is needed, lest the attempted resolutions of disarmament and the security of the international community halts the momentum of reforms from the past years, Noting that reducing military budgets would promote reforms for the limitation or control of conventional arms and disarmament,
Reaffirms that minimizing military budgets will provide for a favorable effects on the financial and economic status of the world,
Expecting the cooperation among nations to grow as military finances decrease,
Keeping in mind that reducing military budgets is not always easy or possible in places where internal stability is threatened, Aware that unaccountable military expenditures will produce a negative effect on social welfare and sustainable development,
1. Recognizes the necessity of updating the system of standardized reporting of military expenses to:
a. Take into account different national reporting processes;
b. Use consultations that stress a view towards more participation in this system;
2. Calls upon reduction targets to be formed regarding military budgets in order to discharge resources for peace-producing activities and social development;
3. Encourages the international community to provide support to governments, including financial incentives, who agree to reduce military budgets;
4. Recommends the reform of the public sector and the restructuring of the military industry to be utilized in aiding the process of reducing expenditures;
5. Urges the development of a mechanism for state regulation of the process of reallocation, for an approach that views conversion in the broader context of a new market economy where the industries are not entirely dependent on military contracts, consisting of:
a. Setting up federal and local organs for implementation;
b. Creation of conversion trust funds;
c. And orders for civilian products;
6. Decides to remain seized of this matter.

Establishment of a Nuclear Weapons-Free Zone In The Middle East
The General Assembly,
Realizing the danger posed by nations in the Middle East with the potential to develop and utilize nuclear weapons,
Recalling the many disputes and wars that have resulted from conventional weapons use in the Middle East,
Predicting that the use of nuclear weapons by rogue Middle Eastern states would have even more disastrous consequences for the international community,
Remembering the last application of nuclear weapons in the context of war, and the many losses of life and property caused thereby,
Noting the inherent difficulty in creating a nuclear weapons-free zone in the Middle East due to the issues of national sovereignty,
Recognizes the necessity of creating a nuclear weapons-free zone in the Middle East to prevent nuclear war and disputes;
Calls for the implementation of these zones, whose borders are to be determined by both the United Nations and the countries into which the zones are to be implemented;
Recommends troops from a United Nations Peacekeeping Force be sent to man these zones, whose borders have been previously determined;
Suggests that the transport of any and all goods capable of being used in the creation of nuclear weaponry be expressly banned from transport through the demilitarized zone, with stations to be manned by the Peacekeeping Forces;
5. Decides to remain seized of this matter.
